本规程适用于3层及以下建筑高度不高于11m抗震设防烈度不超过8度，主体结构不超过8度，主体结构为框架结构的非承重民用建筑外墙板墙体的设计、施工及验收。

This regulation is applicable to the design, construction and acceptance of exterior wall panels of non-load-bearing civil buildings with 3 floors or less, the building height is not higher than 11m, the seismic fortification intensity does not exceed 8 degrees, and the main structure is a frame structure.
