为促进城市市政综合监管信息系统建设，加强政府的城市管理和公共服务职能，提高城市管理水平，实现资源的整合与共享，制定本标准。
本标准所涉及的城市市政监督与管理是指:
1. 对市政工程设施和市政公用设施的监督与管理;
2. 对市容环境与环境秩序的监督与管理。 本标准规定了城市市政综合监管信息系统中地理编码的术语和定义、基本规定和地理编码规则。本标准适用于城市建成区范围内城市市政综合监管信息系统中管理部件和事件的地理编码，即使用规范的地点描述语言对管理部件和事件进行准确定位。城市其他管理应用可参照本标准执行。

Scope

This standard specifies the terms and definitions, basic provisions and geocoding rules for geocoding in urban municipal comprehensive supervision information systems. This standard is applicable to the geocoding of management components and events in the urban municipal comprehensive supervision information system within the urban built-up area, that is, the use of standardized location description language to accurately locate management components and events. Other urban management applications can be implemented with reference to this standard.
