《城镇燃气计量单位和符号》是城镇燃气建设中的基础标准之一。它涉及到城镇燃气的文献、书刊、教材、手册、规范和标准等。由于过去在该工程中无统一的标准，故对计量单位和符号的使用带来诸多不便和混乱，甚至到了1984年2月27日国家发布了《关于在我国统一实行法定计量单位的命令》和《中华人民共和国法定计量单位》后还不能较好地统一起来。为此，建设部在1991年第301号文下达编制《城镇燃气计量单位和符号》。本标准确定了城镇燃气工程中所采用的计量单位和符号。
本标准适用于城镇燃气工程设计、施工和城镇燃气文献、教材、书刊、手册等的编写。
