本标准规定了模拟信号录音录像文件和录音录像电子文件的收集、整理、著录、归档与录音录像档案管理要求.
本标准适用于各级机关、团体、企事业单位和其他社会组织(以下简称各单位)形成的录音录像档案的管理.

Key Technical Specifications
Digital parameter requirements: Video bit rate not less than 8Mbps, audio sampling rate ≥44.1kHz. Precious archives are recommended to be saved in MXF format.
Blu-ray discs should comply with the technical requirements of DA/T 74-2019, and hard disk storage should refer to DA/T 75-2019.
Implementation suggestions
- Establish a tripartite coordination mechanism: clear division of labor among departments, archives departments, and information departments
- Metadata recording requirements: at least 15 basic recording items (see Appendix C)
- Regular testing system: the monitoring cycle of the third-level warning line of optical disk parameters is recommended to be ≤6 months
Standard evolution analysis
This standard, DA/T 62-2017 digital specification, and DA/T 63-2017 metadata scheme constitute a technical system, which for the first time clarifies the management requirements of the offline carrier of audio and video archives, filling the gap in electronic archive management standards.
