Scope
This standard specifies the emission control requirements for pollutants such as particulate matter, sulfur dioxide, nitrogen oxides, mercury and its compounds, and unorganized dust in boiler flue gas, and specifies the monitoring and implementation and supervision of the standard. This standard applies to the emission management of air pollutants from steam boilers with a single output or less, hot water boilers with a capacity of 65t/h and organic heat carrier boilers, layer-burning furnaces and coal-throwing machine furnaces of various capacities, etc., which are fueled by coal, oil and gas, as well as the environmental impact assessment of boiler construction projects, the design of environmental protection facilities, the environmental protection acceptance of completed projects, and the emission management of air pollutants after commissioning. For boilers using fuel oils such as briquette, coal-water slurry, coal gangue, petroleum coke, oil shale, heavy oil, and residual oil, the emission control requirements for coal-fired boilers in this standard shall apply; for boilers using blast furnace gas, coke oven gas, alcohol ether fuel (such as methanol, ethanol, dimethyl ether, etc.) and other gaseous fuels, the emission control requirements for gas-fired boilers in this standard shall apply; for boilers using other liquid fuels such as light diesel oil, the emission control requirements for oil-fired boilers in this standard shall apply. This standard does not apply to stationary gas turbines and stationary internal combustion engines; this standard does not apply to power generation boilers, industrial boilers, heating boilers and organic heat carrier boilers that use domestic garbage, hazardous waste and biomass as fuel. This standard applies to pollutant emissions permitted by law; the site selection of new pollution sources and the management of existing pollution sources in special protection areas shall be implemented in accordance with the relevant provisions of laws, regulations and rules such as the "Law of the People's Republic of China on the Prevention and Control of Air Pollution", "Law of the People's Republic of China on the Prevention and Control of Water Pollution", "Law of the People's Republic of China on the Protection of the Marine Environment", "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes", "Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution", and "Law of the People's Republic of China on Environmental Impact Assessment".
