This standard is drafted in accordance with Article 7 of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, combined with the actual situation of Hebei Province, and the rules given in GB/T 1.1-2009.

Clauses 4 and 5 of this standard are mandatory, while others are recommended.

This standard was proposed by the Hebei Provincial Environmental Protection Bureau.

This standard will be interpreted by the Hebei Provincial Environmental Protection Bureau.

Emission standard of air pollutants for industrial furnace and kiln

1 Scope

This standard specifies the emission concentration limit (including fugitive emission) for pollutants in industrial furnace and kiln and the emission pipe height except incinerators, coke ovens and except that professional standards have been promulgated by the state and the Province.

This standard is applicable to the management of air pollutants emission in industrial furnace and kiln except incinerators, coke ovens and that professional standards have been promulgated, as well as the environmental impact assessment, design, completion acceptance of new, rebuilt and expanded projects and the control and management of air pollutants emission after completion.

3 Terms and definitions

For the purpose of this standard, the following terms and definitions apply.

3.1
industrial furnace and kiln
thermal equipment for smelting, roasting, sintering, melting and heating materials or workpieces with heat generated by fuel combustion or electric energy conversion in industrial production

3.2
existing industrial furnace and kiln
industrial furnaces and kilns that have been put into operation or whose environmental impact assessment documents have been approved before the implementation date of this standard

3.3
new industrial furnace and kiln
newly built, rebuilt and expanded industrial furnaces and kilns whose environmental impact assessment documents have been approved from the implementation date of this standard

3.4
standard condition
gas conditions at temperature of 273K and pressure of 101 325Pa

3.5
maximum permissible emission concentration
limit which shall not be exceeded by the average pollutant concentration in any 1.0 h in the emission pipe after treatment, or a limit which shall not be exceeded by the average pollutant concentration in any 1.0 h in the emission pipe without treatment facilities, mg/m3 (standard) or mg/Nm3

3.6
air pollutants emission concentration
any 1.0 h average concentration of pollutants contained in the dry exhaust gas in the emission pipe at the temperature of 273K and the pressure of 101 325Pa, mg/m3 (standard) or mg/Nm3

3.7
fugitive emission
unregulated emission of air pollutants without passing through an emission pipe

3.8
concentration limit at fugitive emission monitoring point
limit that any 1.0 h average value of pollutant concentration at monitoring points shall not exceed, mg/m3 (standard) or mg/Nm3

3.9
enterprise boundary
boundary between the enterprise and the external environment Generally, the boundary shall be determined according to legal procedures, or the actual boundary if it is unlikely to determine which kind of procedures are used.

3.10
emission pipe height
height measured from the ground plane where the emission pipe (or its main building structure) is located to the outlet of the emission pipe, m

3.11
excess air coefficient
ratio of actual air demand to theoretical value during fuel combustion

3.12
aeration coefficient
ratio of the amount of air entering the furnace body from the feeding port to the theoretical air demand of cupola process

4 Time division

4.1 For the purpose of this standard, pollution sources are divided into two categories: "existing industrial furnace and kiln" and "new industrial furnace and kiln", which follow respective emission standards.

4.2 From the implementation date of this standard, the existing industrial furnaces and kilns shall be subject to the emission limits of existing industrial furnaces and kilns in this standard, and then the emission limits of new industrial furnace and kiln from January 1, 2015.

4.3 New industrial furnaces and kilns shall be subject to the emission limits of new industrial furnaces and kilns in this standard from the implementation date of this standard.
