Scope

This document stipulates the requirements for the industrial orientation, planning layout, land use, regional functions, infrastructure construction, environmental construction, public services, and smart construction transformation and upgrading of the construction of Shanghai Industrial Development Zone (hereinafter referred to as the Development Zone). This document is applicable to the construction of industrial development zones with geographical boundaries within the administrative area of Shanghai. The concentrated industrial land within the administrative area of Shanghai can also refer to this document.
