This standard is formulated with a view to implementing laws and regulations such as Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution and Regulation of Guangdong Province on Environmental Protection, strengthening the emission control of air pollutants for boilers in Guangdong Province, improving regional atmospheric environment quality and the progress of boiler manufacturing, operation and pollution control technologies.

This standard specifies the emission limitations, monitoring and supervising requirements for air pollutants for boilers.

Relevant national and Guangdong provincial emission standards of pollutants are applicable to the water pollutants from boiler and environmental noises, and relevant national and Guangdong provincial control standards on solid waste pollution are applicable to the identification, treatment and disposal of generated solid wastes.

This standard was firstly issued in 2010, and this edition is the first revision. This standard shall be revised timely according to social and economic development and requirements for environmental protection of Guangdong province.

The main revisions are as follows:

——the application scope is changed, and the emission limitations for air pollutants from biomass molded fuel fired boilers are defined;

——the emission limitations for air pollutants from boilers are tightened and the emission limitations of mercury and its compounds from coal fired boilers are added;

——the requirement that different emission limitations are executed according to functional zone and boiler capacity is canceled;

——special limitations for air pollutants are added;

——the control requirements for fugitive emission are added;

——the excess air conversion coefficient of air pollutants is converted to the emission concentration at baseline oxygen content of air pollutants, and the baseline oxygen content of air pollutants from biomass molded fuel fired boiler is defined.

This standard specifies the basic requirements for the emission control of air pollutants for boiler. In case the requirements of environmental impact assessment documents are stricter than this standard, the approved environmental impact assessment documents shall prevail.

This standard is developed under the organization of Department of Ecology and Environment of Guangdong Province.

This standard was approved by People's Government of Guangdong Province on February 18, 2019.

This standard was proposed by and is interpreted by Department of Ecology and Environment of Guangdong Province.


Emission standard of air pollutants for boilers

1 Scope

This standard specifies the maximum allowable emission concentration limitation and flue gas blackness limitation of particulate matters, sulfur dioxide, nitrogen oxides, carbon monoxide, mercury and their compounds in flue gas from boiler.

This standard is applicable to coal fired, oil fired, gas fired and biomass molded fuel fired steam boilers with single output of 65t/h and below, hot water boilers with various capacities and organic fluid boilers as well as grate fired boilers and spreader stoker boilers of various capacities.

The boilers using coal briquette, coal water slurry, coal gangue, petroleum coke and oil shale as fuel shall be implemented with reference to the emission control requirements for coal fired boiler in this standard. Boilers using woody plants or herbaceous plants as fuel shall be implemented with reference to the emission control requirements of biomass molded fuel fired boilers in this standard. Boilers using other fuels shall be implemented according to the strictest emission control requirements of fuels with corresponding forms in this standard.

This standard is not applicable to the boilers using domestic wastes and hazardous wastes as the fuel.

This standard is applicable to the air pollutant emission management of the in-use boiler, the environmental impact assessment, the design of environment protection facilities, the environmental protection completion acceptance, the pollutants emission license and the air pollutant emission management of boiler construction, renovation and extension projects after the boiler is put into production.

This standard is applicable to the legal pollutant emission behaviors. The site selection of the newly-set pollution source and the management of the current pollution source in special protection areas shall be implemented according to the relevant provisions specified in laws, regulations and rules such as Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Law of the People's Republic of China on Prevention and Control of Water Pollution, Marine Environment Protection Law of the People's Republic of China, Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste, Law of the People's Republic of China on Prevention and Control of Radioactive Pollution, Law of the People's Republic of China on Environmental Impact Assessment, etc.

3 Terms and definitions

For the purposes of this standard, the following terms and definitions apply.

an equipment heating hot water or other working medium with the help of heat energy released from fuel combustion or other heat energy so as to produce the steam, hot water or other working medium with specified parameters (temperature and pressure) and quality

boiler that has been established and put into production and whose environmental impact assessment document has been approved before the date of implementation of this standard

fuel made from biomass raw materials through machinery pre-forming, which has a regular shape and certain size

condition of flue gas from boiler at a temperature of 273K and under a pressure of 10,1325Pa, the emission concentration specified in this standard refers to that of dry flue gas under standard condition

4 Requirements for emission control of air pollutants

The limitation for air pollutants specified in Table 1 shall be implemented for in-use boilers from July 1, 2019, and that specified in Table 2 shall be implemented from July 1, 2020.
