1 Scope

This Standard specifies the principles which shall be complied with in the design of dispatching automation system of district power networks.
This Standard is applicable to planning & design and feasibility study of dispatching automation system in district power networks, the engineering design of dispatch automation engineering of district power networks, centralized control stations in district power networks and newly-built small-sized hydraulic power plants, thermal power plants and substations within the jurisdictional scope of dispatch center in district power networks (hereinafter referred to as "district dispatch center"). The reconstruction (expansion) power generation and power transformation engineering design in the district power networks may refer to this Standard.

3 General Provision

3.0.1 This standard is formulated with a view to realize the objective for modernization of dispatch management in district power networks, reflect the requirements for electricity market operation and unify design technology standard and implement relevant national policies.
