Scope

This standard specifies the safety requirements for the site selection, design, construction, commissioning, operation and decommissioning of uranium fuel element manufacturing plants throughout their life cycle. This standard applies to uranium fuel element manufacturing plants that operate, process and store low-enrichment uranium (derived from natural uranium, enriched uranium or reprocessed uranium) with a U enrichment of no more than 6%. Complete fuel assemblies (such as fuel assemblies for pressurized water reactors, boiling water reactors and heavy water reactors) are stored in fuel fabrication plants before being transported to nuclear power plants. Such storage facilities are also considered part of uranium fuel element fabrication plants. This standard is limited to the safety of uranium fuel element manufacturing plants and does not address the impact that the manufactured fuel assemblies may have on the reactors that will use the fuel assemblies.
