As the basic standard for the construction of public security informatization, this specification has established a unified operation and maintenance system for the organization code management system covering public security organs across the country. Its technical framework strictly follows the compilation rules of GA/T 380, and forms a standard linkage with GB/T 2260 administrative division code and GA/T 543 public security data element.

Case: Merger of branch offices in a certain city
The original branch A (code X) and branch B (code Y) were merged into the new branch C:
1. Perform the deactivate code operation on branches A and B
2. If the new branch C uses the original name, it will retain one of the X/Y codes; otherwise, it will perform the add code
Data standardization requirements
The organization code management system must strictly follow the 13 core data elements specified in Appendix A:
- Unique identification: DE00060 (organization code) and DE00538 (organization name) are mandatory associated
- Status management: DE00742 (whether deactivated) and DE00604 (deactivation date) are dynamically updated
- Version control: DE00229 (update date) cooperates with the flag to realize change traceability
Implementation suggestions
- Establish a change linkage mechanism with the political work department to ensure that the code update is completed within 3 days of the agency's approval
- Provincial units should formulate batch operation SOPs to ensure that the uploaded data in Table A.2 passes the XML Schema verification
- Pay special attention to the 32-bit fixed-length encoding rules of DE00060 when developing data interfaces
