1General provisions
1.0.1 This code is formulated to regulate engineering construction and management for the publicsecurity and protection system of urban rail transit and to ensure the project quality , to protect thepersonal property in the urban rail transit areas, and to guarantee the security of urban rail transitoperations.
1.0.2 This code is applicable to the design, construction, inspéetion, acceptance and operationamanagement of the public security and protection system engineering of urban rail transit for newconstruction, extension and renovation, This code is not applicable to the tram systems.
1.0.3 The construction of the public security and protection system engineering of urban rail transitshall coordinate with the urban rail transit system, Security principle shall take priority, whereas openaccess to the urban rail transit by the public shall not be affected. The design and implementation ofsecurity and protection measures shall meet the requirements of urban rail transit for fast , efficient andpunctual operation.
1.0.4 The public security and proteetionsystem engineering of urban rail transit shall take multiplemeasures such as technical protection, physical protection, personnel protection, etc., in order toconstruct an integrated public security and protection system of urban rail transit. Technical protectionand physical protection shall coordinate with each other and bé capable of supporting personnelprotection.
1.0.5 The publie security and protection system engineering of urban rail transit shall be safe, open, scalable and flexible in its usage, and designed with the advanced technology for reliability and costeffective; the technical protection systems shall have inter-0perable communication capabilities.1.0.6 Phe engineering design, construction, inspection, acceptance and operational management of thepublic security and protection system of urban rail transit shall not only comply with this code , but alsocomply with the current relevant national laws, regulations and standards.
2Terms
2.0.1 protected object
Object that need to be protected due to certain risks, and in this code this specifcally refers topeople , vehicles, buildings, facilities ,and equipment in the urban rail transit areas.2.0.2security risk
People and their behaviors that threaten or attempt to threaten the seeurity of the urban rail transit.
2.0.3 integrated security platform
Hierarchically-distributed computer-integrated system that automates the management and
monitoring of the technical protection systems throughaunified communications platform andmanagement software.
2.0.4 security inspection and detection system'The electronic equipment and networks that check whether dangerous goods, weapons, and otherprohibited goods are carried by people or in their luggage.
2.0.5 information security
The availability , confidentiality and integrity of the information;it also refers to the authenticity.non-repudiation and reliability of the information.
2.0.6face recognition technology
The computer technology/for identification by analyzing and comparing the visual featuresinformation of a humán faee.
2.0.7 intelligent video analysis
Automatic analysis and understanding of the content and relationships within video frames byextracting various feature information from video image data, resulting in a structured description ofvideo images to achieve the goal of obtaining key object profile from the video.
3 Basic requirements
3.1 Generalrequirements
3.1.1 The engineering design of the public security and protection system, of urban rail transit shall bebased on the optimum usage of the available public security resources, and shall comply with thesecurity policies, preventative procedures and preventative measures to construet a security system thatcoordinates deterrence, prevention, detection, delay and response, Phe design shall also enhance thecapabilities of prevention and control, reduce the possibility of seeurity threats occurring within theurban rail transit area, and minimize personnel injuries and property losses in case a threat occurs.
3.1.2 The protected objects in the urban rail transit shall be determined according to the area, location, and the technical characteristics. The security and'protection system engineering shall be capable ofemploying complete and relatively independentsecurity technologies and measures. The engineering design content of the public security and protection system of urban rail transit
3.1.3shall comprise the design of technical protection, physical protection, personnel protection, andemergency response procedure.
3.1.4 The engineering design of the public security and protection system of urban rail transit shallreserve space and arrange evacuation routes based on emergency rescue. The design shall includepassenger evacuation areas, first aid areas, rescue command posts, material distribution areas and
temporary storage areas
