《GB/T 15587-2008工业企业能源管理导则》由TC20（全国能源基础与管理标准化技术委员会）归口，TC20SC3（全国能源基础与管理标准化技术委员会能源管理与节能评估分会）执行，主管部门为国家标准化管理委员会。
本标准于1995年首次发布。
本标准代替GB/T 15587-1995《工业企业能源管理导则》。
本标准规定了工业企业建立能源管理系统，实施能源管理的一般要求。
本标准适用于新建、扩建、既有工业企业能源管理。
本标准与GB/T 15587-1995相比，主要变化如下：
―――增加了“能源规划及设计管理”（第4章）；
―――增加了“能源计量检测”（第9章）；
―――合并了原标准“能源管理系统”（第3章）和“检查和评价”（第10章），并补充完善为“管理”（第3章）。

Scope

This standard specifies the general requirements for industrial enterprises to establish energy management systems and implement energy management. This standard is applicable to the energy management of new construction, expansion and existing industrial enterprises.
