《GB/T 16971-1997信息技术 信息交换用130 mm可重写盒式光盘》由TC28（全国信息技术标准化技术委员会）归口，TC28SC23（全国信息技术标准化技术委员会光盘分会）执行，主管部门为国家标准化管理委员会。
本标准规定了下述内容：――基本概念的定义；――性能测试的环境；――盒式光盘的操作、存贮环境；――盘片和盘盒的机械、物理、外形特性；――磁光特性和记录特性，利用这些特性进行信息的读出、写入和多次擦除，以提供数据处理系统之间的物理交换；――道和扇区的物理布局的两种格式、纠错码、记录的调制方法和记录的信号的特性。
Scope
This standard stipulates the following contents: --Definition of basic concepts; --Environment of performance test; --Operation and storage environment of disc cartridge; - magneto-optical and recording properties, which are used for reading, writing and multiple erasing of information to provide physical exchange between data processing systems; - two formats for the physical layout of tracks and sectors, Error-correcting codes, recorded modulation methods and characteristics of recorded signals.
