《GB/T 17038-1997内燃机车柴油机油》由TC280（全国石油产品和润滑剂标准化技术委员会）归口，TC280SC1（全国石油产品和润滑剂标准化技术委员会石油燃料和润滑剂分会）执行，主管部门为国家标准化管理委员会。
本标准规定了用精制的矿物润滑油为基础油，加入多种添加剂调制成的内燃机车柴油机油的技术条件。本标准所属产品适用于铁路内燃机车柴油机的润滑，其中含锌仅适用于非银轴承内燃机车柴油机的润滑。

This standard specifies the technical conditions for railroad diesel engine oils with refined mineral lubricating oil as base oil by adding multiple additives.
Products in this standard are applicable to the lubrication of railroad diesel engine; thereinto, zinc-containing oil is only applicable to the lubrication of non-silver bearing railroad diesel engine.
