本标准规定了核电厂场外应急设施和设备的功能与特性要求。本标准适用于核电厂所在省(自治区、直辖市)的场外应急计划和准备。


Foreword

This standard is a part under the general title Criteria for emergency planning and preparedness for nuclear power plants. It specifies criteria for functional and physical characteristics of off-site emergency facilities of nuclear power plants to provide basis for off-site emergency planning and preparedness of nuclear power plants.

This standard was developed by referring to the function and physical characteristics of off-site emergency facilities of existing nuclear power plants in China as well as the criteria for the functional and physical characteristics of off-site emergency facilities proposed by the International Atomic Energy Agency and the United States.

This standard was proposed by the National Nuclear Emergency Office.

This standard is under the jurisdiction of National Technical Committee on Nuclear Energy of Standardization Administration of China.

Drafting organization of this standard: Institute of Nuclear Energy Technology, Tsinghua University.

Chief drafters of this standard: Shi Zhongqi, Yang Ling and Wang Xingyu.

Criteria for emergency planning and preparedness for nuclear power plants - Functional and physical characteristics of off-site emergency facilities

1 Scope

This standard specifies requirements for the functional and physical characteristics of off-site emergency facilities and equipment of nuclear power plants.

This standard is applicable to the off-site emergency planning and preparedness by the provinces (autonomous regions and municipalities directly under the Central Government) where nuclear power plants are located.

2 Definitions

For the purposes of this standard, the following definitions apply.

2.1
emergency
status in which certain immediate actions beyond normal working procedures are required to avoid nuclear accidents or to mitigate the accident consequences, sometimes referred to as emergency status

2.2
emergency facility
facility for emergency response purposes, which will be arranged in accordance with relevant regulatory requirements and the principle of active compatibility. Off-site emergency facilities of nuclear power plants generally include the off-site emergency command center, the forward command post, off-site emergency monitoring center, the assessment center and the public information center

2.3
emergency response [action]
emergency action taken to control or mitigate the consequences of a nuclear accident or radiological emergency

2.4
emergency communication
situation during a nuclear accident or radiation emergency where information is transmitted by means of communication
2.5
radiation monitoring
action to measure doses or contamination and analyze and interpret the measurements for the purpose of assessing and controlling exposure to radiation or radioactive materials

2.6
assessment [action]
action undertaken during or after an accident to obtain and process information necessary to make decisions on the implementation of specific emergency measures

3 General functions of off-site emergency facilities

3.1 General functions of major off-site emergency facilities

Various off-site emergency facilities shall be arranged according to the principle of active compatibility to ensure that off-site emergency organizations can implement their emergency response functions. The size and layout of these facilities shall allow that all functions can be fully implemented. Both basic and supporting functions of major off-site emergency facilities are shown in Table 1. Supporting functions are those necessary to ensure that emergency organizations can perform their basic functions. Table 2 provides the emergency classes when these facilities need to be enabled. In addition, each emergency facility may be enabled before reaching the specified emergency class.
