《GB/T 18391.3-2001信息技术 数据元的规范与标准化 第3部分:数据元的基本属性》由TC28（全国信息技术标准化技术委员会）归口，主管部门为国家标准化管理委员会。
本标准规定了数据的属性，但只限于一组基本属性，而与这些属性在应用系统、数据库、数据交换报文等方面的用法无关。本标准适用于下列活动：a) 数据字典的定义、说明及内容；b) 以数据交换为目的的而对面向应用的数据模型、数据库和报文类型进行设计与规范；c) 在通信和信息处理系统中数据的实际应用；d) 在各种数据集合之间的交换或引用。为了能够实现全面的数据管理功能，这组基本属性必将伴随着附加属性而扩展。本标准没有隐含数据的逻辑结构或物理机构。全面的数据管理功能还需要一组用于对数据进行分类、定义、标识、命名和注册的规则和程序。这些规则和程序已超出本标准的范围，由GB/T 18391的其他部分规定。使用本标准实现数据字典的技术不在本标准的范围之内。

Scope

This standard specifies the attributes of data elements, but it is limited to a set of basic attributes, and has nothing to do with the usage of these attributes in application systems, databases, data exchange messages, etc. This standard applies to the following activities: a) Definition, description and content of data element dictionaries; b) Design and specification of application-oriented data models, databases and message types for the purpose of data exchange; c) The practical application of data in the processing system; d) the exchange or reference between various sets of data elements. To enable comprehensive data management functionality, this basic set of attributes must be extended with additional attributes. This International Standard does not imply a logical or physical structure of data.
