《GB/T 18522.1-2003水文仪器通则 第1部分:总则》由332（水利部）归口，主管部门为水利部。
GB/T 18522的本部分规定了水文仪器的产品分类及型号命名、测量过程及适用范围、测量单位及符号、环境试验模拟因素、标准的衔接与选择运用等。本部分规定的各项技术内容，主要提供给有关产品设计、制造、试验测试及相关产品标准、技术条件编制时选择应用。本部分适用于一般环境下使用在江河、湖泊、感潮河口、水库、明渠、地下水系以及具有自由水面的封闭渠道中的测量各种水文要素（参数）的水文仪器。对于部分使用在非自由水面的封闭管道中的测流仪器，可参考选用本部分。本部分不完全适用于4 000 m海拔以上的高原、雷电多发地区、海洋港湾工程等。

Scope

This part of GB/T 18522 stipulates the product classification and model designation, measurement process and scope of application, measurement unit and symbols, environmental test simulation factors, standard connection and selection and application of hydrological instruments, etc. The various technical contents stipulated in this part are mainly provided for the selection and application of related product design, manufacture, test and test, and related product standards and technical conditions. This section applies to hydrological instruments used in general environments to measure various hydrological elements (parameters) in rivers, lakes, tidal estuaries, reservoirs, open channels, groundwater systems, and closed channels with free water surfaces. For some flow measuring instruments used in closed pipelines with non-free water surface, this part can be selected for reference. This part is not fully applicable to plateaus above 4000m altitude, lightning-prone areas, marine harbor projects, etc.
