《GB/T 21059-2007塑料 液态或乳液态或分散体系聚合物/树脂 用旋转黏度计在规定剪切速率下黏度的测定》由TC15（全国塑料标准化技术委员会）归口，TC15SC7（全国塑料标准化技术委员会聚氯乙烯树脂产品分会）执行，主管部门为中国石油和化学工业联合会。
本标准规定了液态、乳液态或悬浮态聚合物和树脂，包括聚合物分散体系，采用具有标准几何结构的旋转黏度剂在规定的剪切速率下黏度测定的一般原则。依据本标准进行的黏度测定是由确定剪切力和剪切速率之间的关系构成的。根据本标准采用不同仪器测定得到的结果是可比的，并且既可以调节测试仪器也可以控制剪切力。
Scope
This standard specifies the general principles for the determination of the viscosity of liquid, emulsion or suspension polymers and resins, including polymer dispersions, using a rotational viscometer with standard geometry at a defined shear rate. Viscosity determination according to this standard consists of determining the relationship between shear force and shear rate. The results obtained by using different instruments according to this standard are comparable, and both the test instrument and the shear force can be controlled.
