Introduction

Interpretation of the core content of the standard

GB/T21339-2020, as the authoritative standard for port energy management, systematically regulates the energy consumption statistical indicator system and analysis method. Compared with the 2008 version, the new version of the standard has been significantly optimized in terms of energy consumption classification, calculation method and analysis dimension.

Analysis of Standard Technology Evolution

The main improvements of the 2020 version of the standard include: adding biomass fuel conversion coefficient, refining the energy consumption statistics requirements of main energy-consuming equipment, and optimizing the container TEU conversion rules (see Appendix B). Special emphasis is placed on the use of a unified calculation basis of equivalent value 0.1229kgce/(kW·h) for the electricity conversion coefficient.


Implementation recommendations

1. Data collection level: It is recommended that port enterprises configure measuring instruments that meet the requirements of GB17167, with a focus on independent measurement of large equipment such as gantry cranes

2. Analysis method selection: It is recommended to use the balance analysis method to establish an energy flow diagram, combined with the structural analysis method to identify high-energy-consuming operations

3. Benchmarking management: Use the container conversion coefficient provided by the standard (20ft=1TEU, 40ft=2TEU) to achieve cross-port energy consumption benchmarking
