《GB/T 21983-2008暖冬等级》由TC540（全国气候与气候变化标准化技术委员会）归口，主管部门为中国气象局。
本标准规定了单站、区域及全国寒冬的定义、指标及其计算方法、等级划分及命名。本标准适用于暖冬的预测、评价及公共服务。本标准对冬季平均气温序列采用三分位方法确定单站暖冬阈值，使其在空间和时间上具有可比性；制定了单站暖冬等级指标，将单站暖冬分为弱和强两个等级。在此基础上，制定区域及全国的暖冬指标和暖冬等级划分标准。区域暖冬采用站点百分比确定；全国暖冬采用暖冬面积百分比界定，可以有效地消除因我国台站分布不均所造成的影响。
Scope
This standard specifies the definition, index and calculation method, classification and naming of single station, regional and national warm winter. This standard applies to the prediction, assessment and public services of warm winter.
