《GB/T 23331-2009能源管理体系 要求》由TC20（全国能源基础与管理标准化技术委员会）归口，TC20SC3（全国能源基础与管理标准化技术委员会能源管理与节能评估分会）执行，主管部门为国家标准化管理委员会。
本标准规定了能源管理体系的要求，使组织能够根据法律法规、标准和其他要求识别其能够控制的、或能够施加影响的能源因素，建立并实施能源管理体系。
本标准适用于有下列需求的各种类型和规模的组织：
ａ）建立、实施、保持并改进能源管理体系，以降低能源消耗、提高能源利用效率；
ｂ）确信能符合所声明的能源方针；
ｃ）通过下列方式证实符合本标准：
１）进行自我评价和自我声明；
２）寻求外部组织对其自我声明的确认；
３）寻求组织的相关方对其符合性的确认；
４）寻求外部组织对其能源管理体系进行认证。

Scope

This standard specifies the requirements for the energy management system, enabling the organization to identify the energy factors that it can control or influence according to laws, regulations, standards and other requirements, and establish and implement the energy management system. This standard is applicable to organizations of all types and sizes that need to: a) establish, implement, maintain and improve an energy management system to reduce energy consumption and improve energy efficiency; b) be confident that the stated energy policy can be complied with; c) Demonstrate conformity to this standard by: 1) conducting self-assessment and self-declaration; 2) seeking confirmation of its self-declaration from an external organization; 3) seeking confirmation of its conformity from interested parties of the organization; 4) seeking confirmation from an external organization Certification of its energy management system.
