《GB/T 23690-2009电子电气产品材料声明程序》由TC297（全国电工电子产品与系统的环境标准化技术委员会）归口，TC297SC2（全国电工电子产品与系统的环境标准化技术委员会环境设计分会）执行，主管部门为国家标准化管理委员会。
本标准等同采用IEC/PAS 61906:2005《电工电子产品材料声明程序》（英文版）。本标准规定了与电子电气行业及其供应商行业中运营公司产品材料声明的相关格式和程序，包括产品运行中所用的材料。

Scope

This standard specifies the format and procedures related to product material declarations by companies operating in the electrical and electronic industry and its suppliers, including materials used in the operation of the product. These data are supplemented by completed chemical product safety data sheets (MSDS) as stipulated in the regulations on chemical substances, as well as occupational health and safety information. Statements in this standard should be considered in purchase and delivery agreements. Based on the basic principles specified in IEC Guide 113, this standard is intended to be used by technical committees to draft standards and by suppliers of electrical and electronic products to make material declarations.
