《GB/T 23732-2009中国标准文本编码》由TC4（全国信息与文献标准化技术委员会）归口，主管部门为国家标准化管理委员会。
本标准规定了中国标准文本编码的结构、分配和使用原则、相关元数据和管理维护。
本标准适用于所有由词语组合构成的抽象的智力或艺术创作。
本标准不适用于文本作品的任何物理产品，包括各种印刷型出版物或基于作品内容的电子格式。
如打印的文章、电子书等。文本作品的内容表达和载体表现应分属于不同的编码标识系统。
中国标准文本编码与其他标准编码标识系统之间的关系将在附录Ｅ 中详细说明。
注册中国标准文本编码与版权登记不具有同一性，自然也不成为文本作品知识产权的法律凭证。

Scope

This standard specifies the structure, allocation and use principles, related metadata and management and maintenance of Chinese standard text coding. This standard applies to all abstract intellectual or artistic creations that consist of combinations of words. This standard does not apply to any physical product of a textual work, including various printed publications or electronic formats based on the content of the work. Such as printed articles, e-books, etc. The content expression and manifestation of a textual work should belong to different coding identification systems. The relationship between the Chinese standard text encoding and other standard encoding identification systems will be detailed in Appendix E. The registration of the Chinese standard text code is not identical to the copyright registration, and naturally it does not become the legal evidence of the intellectual property rights of the text works.
