Scope
This section specifies a common method for data exchange and communication for meters and remote meter reading. This part is the first part of the community energy metering system specification standard. The main purpose of Part 1 is to provide a protocol specification for the application layer of the instrument. Note: Since the remote meter reading standard of electric energy meters is the task of IEC/CENELEC, therefore, this part does not include electric energy meters.
