This standard specifies the general functional requirements of Electronic records management system (ERMS), does not include specific requirements for system design and implementation, does not specify the platform and specific technology for realizing system functions, and does not specify detailed implementation rules. Nor does it specify system testing related matters. This standard applies to the construction, use and evaluation of electronic document management systems by agencies, groups, enterprises, institutions and other social organizations, and is applicable to relevant scientific research and teaching activities carried out by relevant enterprises and research institutes.
