This standard is developed in accordance with the rules given in GB/T 1.1-2009.

This standard replaces GB/T 29639-2013 Guidelines for enterprises to develop emergency response plan for work place accidents. In addition to editorial changes, the following main technical changes have been made with respect to GB/T 29639-2013:

——The procedure for developing an emergency response plan is modified (see Clause 4; Clause 4 of Edition 2013);

——The emergency capability assessment is changed into the emergency resource investigation in the development of an emergency response plan (see 4.5; 4.5 of Edition 2013);

——The content of emergency response plan review is detailed (see 4.8; 4.7 of Edition 2013);

——The elemental contents of a comprehensive emergency response plan are modified, with the development purpose removed and the risk assessment results moved into the attachment (see 6.1 and Clause 9; 6.1 of Edition 2013);

——The elements of the special emergency plan are revised, the scope of application is added, and the accident risk analysis is removed (see 7.1; 7.1 of Edition 2013);

——The composition of the attachment of the emergency response plan is supplemented, where 9.1 “Overview of enterprises”, 9.2 “Risk assessment results” and 9.3 “Plan system and linking” are added (see 9.1, 9.2 and 9.3);

——Annex A “Outline for developing a risk assessment report for work place accidents" and Annex B "Outline for developing an emergency resource investigation report for work place accidents" are added (see Annexes A and B).

This standard was proposed by the Ministry of Emergency Management of the People's Republic of China.

This standard is under the jurisdiction of the National Technical Committee 288 on Safety Production of Standardization Administration of China (SAC/TC 288).
