《GB/T 30170-2013地理信息　基于坐标的空间参照》由TC230（全国地理信息标准化技术委员会）归口，主管部门为自然资源部(测绘地理)。
本标准定义了基于坐标空间参照的概念模式,亦可扩展到时空参照,规定了定义1维、2维和3维空间坐标参照系以及扩展为时空坐标参照的坐标参照系所要求的最少数据,允许提供补充说明信息,还描述了将坐标从一个坐标参照系改变到另一个坐标参照系所需的信息。
在本标准中,坐标参照系不随时间改变而改变。对于定义在运动平台(如汽车、轮船、飞机和宇宙飞船)的坐标参照系,当变换到地固坐标参照系时,可以含时间元素。
