《GB/T 31341-2014节能评估技术导则》由TC20（全国能源基础与管理标准化技术委员会）归口，TC20SC3（全国能源基础与管理标准化技术委员会能源管理与节能评估分会）执行，主管部门为国家标准化管理委员会。
本标准规定了节能评估的基本原则、通用方法、一般程序、主要内容和技术要求。
本标准适用于新建和改、扩建固定资产投资项目,其他技术改造项目可参照执行。
Scope
This standard specifies the basic principles, common methods, general procedures, main content and technical requirements of energy conservation assessment. This standard is applicable to new construction, reconstruction and expansion of fixed asset investment projects, and other technical transformation projects can be implemented by reference.
