《GB/T 31597-2015城乡居民基本养老保险服务规范》由TC474（全国社会保险标准化技术委员会）归口，主管部门为人力资源和社会保障部（劳动）。
本标准规定了城乡居民基本养老保险参保登记、参保信息变更、养老保险费收缴、个人账户权益记录、待遇支付、保险关系转移、保险关系终止、服务监督、评价与改进的基本要求。
本标准适用于办理城乡居民基本养老保险的各级社会保险经办机构(以下简称“社保机构”)、乡镇(街道)劳动保障事务所(以下简称“事务所”)、行政村(居)民委员会协办人员(以下简称“协办员”)、合作金融机构。

Scope

This standard stipulates the basic requirements for registration of basic pension insurance for urban and rural residents, change of insurance participation information, collection of pension insurance premiums, record of rights and interests in personal accounts, payment of benefits, transfer of insurance relationship, termination of insurance relationship, service supervision, evaluation and improvement. This standard applies to social insurance agencies at all levels (hereinafter referred to as "social insurance agencies"), township (street) labor security offices (hereinafter referred to as "offices"), administrative village (residential) Committee co-organizers (hereinafter referred to as "co-organizers") and cooperative financial institutions.
