《GB/T 33136-2016信息技术服务 数据中心服务能力成熟度模型》由TC28(全国信息技术标准化技术委员会)归口,TC28SC40(全国信息技术标准化技术委员会信息技术服务分会)执行,主管部门为国家标准化管理委员会。

Introduction

Analysis of the Standard Core Framework

Capability Domain Weight Core Capability Subdomain
Strategic Development 20% Strategic Control, Inheritance and Innovation, Steady Development
Operational Assurance 60% 5 subdomains including routine management, service support and service delivery
Organizational Governance 20% Governance Structure, Organizational Risk, Driving Mechanism

Key points for implementing maturity levels

The standard divides maturity into five levels:

  1. Starting level (Level 1): sporadic management activities, only basic capabilities such as duty/operation meet the standards
  2. Development level (Level 2): Establish process management, standardize key capabilities such as event/problem management
  3. Steady level (Level 3): Form a complete operating system, and fully implement supplier management/risk management
  4. Excellent level (Level 4): Introduce quantitative analysis, and achieve standardization of strategic management/innovation management
  5. Excellent level (Level 5): Continuously optimize mechanisms to drive business innovation

Key Capability Implementation Cases

IT Service Continuity Management

Typical Implementation Process:

  • Requirements Analysis: Determine RTO/RPO indicators and identify key business systems
  • Strategy Formulation: Design a disaster recovery architecture (such as three centers in two locations)
  • Plan Development: Includes three stages: emergency response, system recovery, and business switchback
  • Drill Verification: Conduct a full-process drill at least once a year to fix plan defects

Evaluation Index System

Evaluation Dimensions Weights Key Indicators
Process effectiveness 33% Process coverage, KPI compliance rate
Technical suitability 12% Tool integration, automation level
Policy completeness 10% Institutional norms, operational guidelines

Value of standard application

The standard:

  • Establishes a unified capability evaluation scale to solve the problem of different industry evaluation standards
  • Provides a gradual improvement path to clarify the key capability requirements for each maturity level
  • Integrate the advantages of international models such as CMMI/COBIT to form a localized practice framework

Typical implementation cycle: initial assessment (January-February) → gap analysis (January) → improvement implementation (March-June) → re-evaluation and certification
