Background of Standard Formulation and Analysis of Technological Evolution
Cultural relics protection has always been highly valued by the Chinese government. Since the Central People's Government issued the "Interim Measures for the Prohibition of the Export of Precious Cultural Relics and Books" in 1950, my country has gradually established and improved the cultural relics export review system. Especially after entering the new century, with the increasing frequency of international cultural exchanges and the enhancement of cultural heritage protection awareness, the original standard system can no longer meet the actual needs of rapid development. Based on this, the "Cultural Relics Export Review Specification" series of standards came into being.
The standard draws on the requirements of the internationally accepted convention on the protection of cultural property, and combines my country's actual situation to build a scientific and systematic review framework. In particular, in terms of cultural relics classification management, identification process optimization and technical means application, it has shown obvious evolutionary characteristics:
- Classification refinement: From the early extensive management to the formulation of specific audit standards according to cultural relics categories.
- Technical support: Introduce digital identification methods and information systems to improve audit efficiency and accuracy.
- Internationalization: Keep consistent with the requirements of relevant UNESCO conventions to enhance international credibility.
Implementation recommendations
To ensure the effective implementation of GB/T33290.1-2016, the following specific recommendations are put forward:
- Strengthen publicity and training: Carry out standardization training for cultural relics practitioners and relevant institutions to improve implementation capabilities.
- Improve technical support: Develop a professional cultural relics identification information system to support the efficient implementation of audit work.
- Improve the supervision mechanism: Establish a regular inspection and evaluation system to ensure that the standards are fully implemented.
