Technical Requirements for Grid Connection of Distributed Resources

1 Scope

This standard specifies general principles and technical requirements which shall be followed for design, construction and operation for connecting distributed resources to power grid.

This specification is applicable to newly-built, renovated and extended distributed resources connected to power grid through voltage grade of 35kV and below.

3 Terms and Definitions

For the purposes of this document, the following terms and definitions apply.

3.1
distributed resources
power supply nearby the user connected to power grid with voltage grade of 35kV and below and absorbed locally at voltage grade of 35kV and below, including synchronous machine, asynchronous machine, converter or other types of power supply

Note: including solar energy, natural gas, biomass energy, wind energy, hydroenergy, hydrogen energy, geothermal energy, ocean energy, power generation by comprehensive utilization of resources (including power generation by gas of coal mine) and stored energy, etc.

3.2
converter
electrical equipment used to convert electric power to one or more forms of electric power suitable for power grid or users

Note: including rectifier, inverter, AC converter and DC converter.

3.3
converter-type power supply
power supply connected with power grid through converter wholly or partially

3.4
synchronous-machine-type power supply
power supply directly connected with power grid through synchronous machine

3.5
asynchronous-machine-type power supply
power supply directly connected with power grid through asynchronous machine

3.6
point of interconnection
the busbar or node at high-voltage side of booster station for distributed resources with booster station; the output converging point of distributed resources for those without booster station

3.7
point of common coupling
the connection for users connecting to public power grid.

Note: see Annex A for schematic diagram for point of interconnection and point of common coupling.

3.8
islanding
the continuously isolated operation state of partial power grid (including load and power supply) after it is disconnected from main grid

Note: islanding may be classified into unplanned islanding and planned islanding. Unplanned islanding refers to the islanding occurred in an unplanned and uncontrollable way. Planned islanding refers to the islanding occurred in a planned way according to the pre-allocated control strategy.

4 Power Quality

4.1 General requirements

4.1.1 For power quality sent out by distributed resources, main indicators include harmonic, voltage deviation, voltage unbalance factor, voltage fluctuation and flicker.

4.1.2 The point of common coupling of converter-type distributed resources connected to power grid through voltage grade of 35kV of 10(6)~35KV shall be equipped with Grade A on-line monitoring device for power quality complying with GB/T 19862. The historical data for power quality monitoring shall be preserved for at least one year.

4.2 Harmonic

4.2.1 Harmonic current injected into point of common coupling to which distributed resources are connected shall meet the requirements of GB/T 14549.

4.2.2 Interharmonic at point of common coupling to which the distributed resources are connected shall meet the requirements of GB/T 24337.

4.3 Voltage deviation

Voltage deviation at point of common coupling to which the distributed resources are connected shall meet the requirements of GB/T 12325.

4.4 Voltage fluctuation and flicker

Voltage fluctuation and flicker value at point of common coupling to which the distributed resources are connected shall meet the requirements of GB/T 12326.

4.5 Voltage unbalance factor

Voltage unbalance factor at point of common coupling to which the distributed resources are connected shall meet the requirements of GB/T 15543.

4.6 DC component
After converter-type distributed resources are connected, DC current component injected into point of common coupling shall not exceed 0.5% of its rated AC value.

5 Power Control and Voltage Regulation

5.1 Active power control

Distributed resources connected to power grid through voltage grade of 10(6)kV~35kV shall have be capable of regulating active power and active power output of the power supply according to power grid frequency value, order of power grid dispatching organization or other signals. Output power deviation and power variation rate shall not exceed the set value of power grid dispatching organization.

5.2 Reactive power and voltage regulation

5.2.1 The mode for distributed resources to participate in voltage regulation of distribution grid includes regulating reactive power of power supply, input of reactive compensation equipment and transformation ratio of power transformer.

5.2.2 For distributed resources connected to power grid through voltage grade of 380V, power factor at point of interconnection shall meet the following requirements:

a) Synchronous machine-type and converter-type distributed resources shall be capable of ensuring that power factor at point of interconnection shall be regulable within the range of 0.95 (lead)~0.95 (lag).

b) Asynchronous machine-type distributed resources shall be capable of ensuring that power factor at point of interconnection is regulable within the range of 0.98 (lead)~0.98 (lag).

5.2.3 For distributed resources connected to power grid through voltage grade of 10(6)kV ~35kV, power factor and voltage regulation capacity at point of interconnection shall meet the following requirements:

a) Synchronous machine-type distributed resources shall be capable of ensuring that power factor at point of interconnection is continuously regulable within the range of 0.95 (lead)~0.95 (lag), and can participate in voltage regulation at point of interconnection;

b) Asynchronous machine-type distributed resources shall be capable of ensuring that power factor at point of interconnection is regulable within the range of 0.98 (lead)~0.98 (lag), and can be adjusted properly to stabilize voltage level where there are special requirements;

c) Converter-type distributed resources shall be capable of ensuring that power factor at point of interconnection is continuously regulable within the range of 0.98 (lead)~0.98 (lag), and can be adjusted properly so as to stabilize voltage level where there are special requirements. Within the range of its reactive output, it shall be capable of regulating the reactive output according to voltage level at point of interconnection and participating in the regulation of power grid voltage, and parameters such as regulation mode, reference voltage and voltage regulation ratio may be set by power grid dispatching organization.
