Introduction
National Standard of the People's Republic of China GB/T 34817—2017 Agricultural Drought Warning Level
Background of Standard Formulation
Agricultural drought is one of the main meteorological disasters affecting agricultural production in my country. In recent years, the frequent occurrence of extreme weather events has led to a significant increase in the frequency and intensity of droughts, seriously threatening national food security. In order to scientifically respond to drought disasters and standardize the early warning process, this standard came into being.
| Standard dimensions | Basis for drought grade classification | Monitoring indicators |
|---|---|---|
| Level I (Extreme Drought) | The affected area of two or more adjacent provincial administrative regions accounts for ≥20%, and the affected area is ≥12 million mu | Farmland water supply and demand balance index[AWDI] |
| Level II (Severe Drought) | The affected area of two or more adjacent provincial administrative regions accounts for 15%-20%, and the affected area is 9 million mu-12 million mu | Relative soil humidity[SRH] |
| Level III (moderate drought) | The affected area of two or more adjacent provincial administrative regions accounts for 10%-15%, and the affected area is 6 million mu-9 million mu | Evapotranspiration[ET] |
Technical Evolution Analysis
Based on the GB/T 32136-2015 Agricultural Drought Grade standard, this standard optimizes the drought warning grade classification:
- Introducing the Agricultural Water Supply and Demand Balance Index Model (AWDI) as the core evaluation indicator
- Refining the thresholds of the affected area and impact range at different levels
- Increasing the cross-regional coordinated early warning mechanism
Actual application case
Take the regional drought encountered in a certain province in 2019 as an example:
- The affected area reached 8 million mu, accounting for 18% of the total cultivated land in the province
- According to the standard classification, it belongs to Level II (severe drought)
- Government departments quickly launched emergency response measures, including artificial rainfall operations and drought-resistant water source scheduling
Standard framework comparison table (3+ dimensions)
| Dimensions | Level I (Extreme Drought) | Level II (Severe Drought) | Level III (Moderate Drought) |
|---|---|---|---|
| Area ratio of disaster-affected areas | ≥20% | 15%-20% | 10%-15% |
| Area range of disaster-affected areas (ten thousand mu) | ≥1200 | 900-1200 | 600-900 |
| Level of impact | National-level warning | Provincial-level warning | Municipal-level warning |
Implementation suggestions
- Strengthen the construction of regional coordination and linkage mechanism to ensure information sharing and rapid response
- Establish>Agricultural drought monitoring and early warning system, to achieve dynamic monitoring and real-time assessment
- Develop differentiated response measures for different levels of drought
