Introduction
Standard Background and Technical Evolution
With the explosive growth of Internet content, the traditional URL address identification method can no longer meet the needs of content semantic description. GB/T 35304-2017 innovatively proposed the Uniform Content Label (UCL) system, which realizes the multi-dimensional description of content characteristics through the binary structure of code part + attribute part. The standard was led by the National Technical Committee for Standardization of Chinese News Information and jointly formulated by Xinhua News Agency, Tsinghua University and other institutions.

Typical application scenario
When a news organization uses the UCLv2 standard to identify breaking news:
1. The code part sets Media Type = 01000 (News Portal)
2. The security level code is set to 01 (Provider Certification) + 5 (Physical Security) + 6 (Logical Security)
3. The attribute part includes required fields such as title, summary, and responsibility chain
Key Technology Implementation
1. Security Level Mechanism
Adopts a dual evaluation system of physical security level (0-7) and logical security level (0-7), and supports level transition through multi-level certification.

- Content production: embed UCL code generation tool
- Distribution: implement intelligent routing based on priority strategy (7.1.4)
- Consumption: parse security energy level code (7.1.12) for trusted verification
2. Compatibility design
Multi-version coexistence is achieved through the version domain (7.1.2). It is recommended that:
- The new system supports UCLv3 (011) by default
- Reserve 8 version number spaces from 000 to 111
3. Performance optimization
The matching information subcomponent (7.2.2) is used to quickly locate the content description property set (CDPS). 16-bit binary can represent 65535 combinations.
