This standard is developed in accordance with the rules given in GB/T 1.1-2009.

This standard was proposed by China Electrical Equipment Industrial Association.

This standard is under the jurisdiction of National Technical Committee on Fuel Cell and Flow Battery of Standardization Administration of China (SAC/TC 342).
Fuel Cell Electric Vehicles - Safety Requirement of Fuel Cell Stack

1 Scope

This standard specifies the safety requirements of fuel cell stacks for fuel cell electric vehicles in terms of hydrogen safety, electrical safety and mechanical structure.

This standard is applicable to proton exchange membrane fuel cell stack for vehicles. This standard is only involved with hazards to the human body and the outside of fuel cell stacks, and not involved with protection of its inside, assuming that such internal damage won’t cause a hazard to the outside of fuel cell.

3 Terms and Definitions

For the purpose of this standard, the terms and definitions specified in GB/T 24548 and GB/T 28816 as well as the following apply.

3.1
fuel cell stack for vehicle
fuel cell stack providing driving electrical energy for fuel cell electric vehicles

Note: this standard is applicable to proton exchange membrane fuel cell stack using hydrogen as fuel.

4 General

4.1 The fuel cell stack for vehicle (hereinafter referred to as "fuel cell stack") shall have a protective case to prevent its components from being exposed to the external high-temperature components or environment. The case of fuel cell stack shall be provided with structure not easily harmful to the human body.

4.2 Where the fuel cell stack contains flammable, explosive gases or harmful substances, it shall be clearly marked in the obvious position.

4.3 The materials used in the fuel cell stack shall be resistant to the working environment (including vibration, shock, variable temperature and humidity, potential and corrosive environment); necessary protective measures shall be taken in the position prone to corrosion and friction.

4.4 Relevant parameters such as inlet or outlet temperature, pressure or flow of fuel cell stack reaction gas and coolant shall be monitored or calculated.

4.5 The voltage or current of fuel cell stack shall be monitored or calculated.

4.6 The dielectric strength of fuel cell stack shall comply with the requirements of 5.9, GB/T 20042.2-2008.

4.7 If the fuel cell stack is sealed separately but not airtight, measures shall be taken to prevent hydrogen accumulation in the case, such as forced ventilation.

4.8 The mechanical structure of fuel cell stack shall have a certain ability to resist falling, vibration, extrusion, etc.

5 Requirements

5.1 Safety Requirements of Mechanical Shock

After shock, the mechanical structure of fuel cell stack shall not be damaged, and the airtightness and insulation shall meet the requirements of 5.2 and 5.3.1 respectively.

5.2 Safety Requirements of Airtightness

Pressure drop method shall be adopted to test the airtightness of fuel cell stack and the result shall not be lower than 85% of the initial pressure.

5.3 Electrical Safety Requirements

5.3.1 Insulation performance requirements

When the fuel cell stack is filled with coolant which is in cold state, the ground insulation requirements of positive and negative poles shall not be lower than 100Ω/V.

5.3.2 Requirements of personnel protection against electric shock

The requirements of fuel cell stack personnel protection against electric shock shall comply with the relevant requirements of GB/T 18384.3.
