Background of Standard Formulation and Analysis of Technical Evolution
This standard was drafted in accordance with GB/T 1.1-2009 rules and was proposed and managed by the National Technical Committee for Energy Basics and Management Standardization. The main drafting units include authoritative institutions such as China International Engineering Consulting Co., Ltd. and China National Institute of Standardization, which fully reflects the scientificity and practicality of the standard.
Content and requirements of energy conservation assessment
Preliminary preparation
The scope of energy conservation assessment should be consistent with the scope of project construction, covering the entire process of energy purchase, processing and conversion, transportation and distribution, and terminal use. The key points include:
- Determine the scope of assessment: consistent with the scope of project investment and construction, reflecting completeness.
- Collect basic information: including the basic situation of the construction unit, project situation and energy consumption situation, etc.
- Determine the basis for assessment: apply relevant laws, regulations and standards comprehensively, truthfully and accurately.
- Conduct on-site investigation: focus on the progress of project construction, energy access conditions and energy use status of existing facilities.
Analysis and Evaluation
The energy-saving evaluation conducts in-depth analysis from multiple dimensions such as process scheme, general layout, main energy-consuming processes and equipment:

Energy efficiency indicators and comparative analysis
The energy efficiency indicators of the alumina project include process energy consumption per unit product and comprehensive energy consumption. Energy balance analysis is conducted through GB/T 3484, GB/T 2589 and other standards, combined with GB 25327 and HJ 473 standard requirements, compared with the advanced level of similar projects, and energy efficiency level is evaluated.
