Communication technology requirements for traffic data broadcasting
1 Scope
This standard specifies the overall framework and the technical requirements for communication networks, FM synchronization, communication security and machine room of the communication system for traffic data broadcasting related to the traffic industry.
This standard is applicable to the construction and application of traffic data broadcasting systems, and may be used as reference for the construction of traffic data broadcasting systems in other industries.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
traffic data broadcasting
information technology and services jointly undertaken by the transportation departments and the radio and television departments to transmit data using digital technologies via the overlay networks of satellite broadcasting and television broadcasting or other independent data broadcasting channels
3.2
E1 link
a kind of data transmission specification on physical lines issued by the International Telegraph and Telephone Consultative Committee for the transmission of carrier-class services at a rate of 2,048 bit/s
3.3
program stream
a single data stream formed by combining (compounding) one or more elementary streams that have a common time reference
3.4
highway communication network
a special communication network for highway management and business departments and related enterprises, using the high-grade highway communication facilities as the transmission backbone
Note: Highway communication network includes conventional communication network and emergency communication facilities, and it refers to the conventional communication network herein unless otherwise specified.
3.5
public network
a network established and operated by the competent department or the telecommunication operation organization approved by the competent department to provide telecommunication services to the public
3.6
synchronous transmission
a kind of transmission mode that the data signals are transmitted with a synchronized clock tick, and the relative positions between the signal symbols are fixed in a serial data stream
3.7
independent base station
a base station with a set of receiving devices that is equipped with a set of transmitting devices
3.8
combined base station
a combination of multiple base stations with one set of receiving devices that is equipped with multiple sets of transmitting devices
3.9
FM synchronous broadcasting
a broadcasting form that broadcasts the same program content at the same frequency by using two or more transmitters located at different locations in a larger area
