National Standard of the People's Republic of China GB/T 37688—2019 Interpretation: Measurement of Interoperability of Streaming Documents
I. Introduction
With the rapid development of information technology, streaming documents are increasingly used in the fields of office and publishing. However, the interoperability issues between different document formats have gradually become prominent, seriously affecting the efficiency of information sharing and collaboration. GB/T 37688—2019 standard came into being, aiming to provide a scientific measurement method and framework for the interoperability of streaming documents. This standard applies to the activities of stream document writers and users in document creation, editing, modification and review during the document life cycle.II. Background and significance of the standard
This standard was proposed and coordinated by the National Technical Committee for Information Technology Standardization, and the main drafting units include Beijing Information Science and Technology University, China Electronics Technology Standardization Institute and other authoritative institutions. The formulation of the standard is based on the following backgrounds:
- Coexistence of multiple document formats: There are currently a variety of streaming document format standards, such as UOF, OOXML, ODF, etc., and the interoperability issues between these formats need to be resolved urgently.
- Complex and diverse functional points: The functional point definitions of different formats are not exactly the same, resulting in information loss or deformation during the conversion process.
- Diversified user needs: Users need to switch freely between different document formats while keeping the content and style intact and consistent.

4.1 Conceptual layer and parameter layer analysis
The conceptual layer describes the document function points and their relationships, forming a tree structure. For example:
- Word processing document: contains metadata, chapters, paragraphs and other sub-function points.
- Spreadsheet document: contains worksheet, row, column and other sub-function points.

V. Interoperability Measurement Methods and Application Recommendations
5.1 Application Grading Assessment
According to the interoperability level, users can adopt different strategies:- Good interoperability: Supports complex function point conversion, recommended.
- General interoperability: Some functions are limited, and careful evaluation is required.
- Poor interoperability: Key functions cannot be retained, and it is recommended to avoid use.
5.2 Implementation Recommendations
To improve document interoperability, the following measures are recommended:- Prefer formats with high compatibility: such as open standards such as ODF.
- Optimize function point design: avoid using function points with low DT values.
- Regularly evaluate interoperability: ensure the overall compatibility of the document set.
VI. Case Analysis and References
Appendix A shows in detail the interoperability application cases of OOXML and UOF formats. The effectiveness and practicality of the model are verified through function point comparison and DT value calculation. As shown in Figure A.1, the choice of the instance document on the function point paragraph border and sentence border has a significant impact on the interoperability results.
