Classification and coding of emergency supplies

《GB/T 38565-2020应急物资分类及编码》由TC287(全国物品编码标准化技术委员会)归口,主管部门为国家标准化管理委员会。

Introduction

Standard Background and Significance

As an important basic standard of my country's emergency management system, this standard has established a unified classification and coding system for emergency materials for the first time. By standardizing the classification principles and coding methods of emergency materials, it solves the problem of cross-departmental and cross-regional emergency material information sharing.

Core classification system

Major category code Category name Includes middle category Typical materials
1 Basic living guarantee materials 13 items Food, tents, medical supplies
2 Emergency equipment and supporting materials 21 items Search and rescue equipment, protective equipment
3 Engineering materials and mechanical processing equipment 2 items Cement, cutting equipment

Coding structure analysis

Adopt four-layer seven-digit hierarchical coding:

  1. Digit 1: major category identification (1-3)
  2. Digits 2-3: medium category code (01-99)
  3. Digits 4-5: minor category code (01-99)
  4. Digits 6-7: detailed category code (01-99)

Example: 2010101 means "Emergency equipment and supporting materials - Personal protective equipment - Respiratory protective equipment - Positive pressure respirator"

Implementation suggestions

Application scenario: A provincial emergency management platform uses this standard coding to achieve real-time docking with the national platform material data, and the efficiency of disaster allocation is improved by 40%.

Notes:

  • Extended coding requires a standard modification procedure
  • "99" is a containment category and is not recommended for use unless in special circumstances
  • It is recommended to establish a material coding management system
