Introduction

Standard Background and Positioning

GB/T 39047-2020, as the core standard for the construction of a national integrated online government service platform, was formulated by the Office of E-Government of the General Office of the State Council and officially implemented in October 2020. This standard systematically constructs the functional framework system of the government service platform for the first time, providing technical specifications for cross-regional, cross-departmental and cross-level government service collaboration.

Analysis of core functional architecture

Functional modules Key subsystems Technical indicators
Service portal Unified registration/authentication, intelligent search, case tracking Support four-level authentication of resident identity network trusted credentials
Business application Matters management system, electronic supervision, big data analysis Realize dynamic update of matters and association with negative lists
Public support Electronic seal, certificate sharing, data governance Comply with GB/T 36901 electronic certificate mutual recognition and interoperability requirements

Key technical requirements

1. Unified identity authentication system

The standard innovatively proposes a five-level real-name authentication mechanism:

  • Level 3 authentication: through identity card information verification or resident identity network trusted certificate
  • Level 5 authentication: physical document verification requires the use of radio frequency identification equipment

2. Electronic seal mutual recognition mechanism

Requires the realization of seal full life cycle management, including:

[Application Case] A provincial government platform deployed Electronic seal verification server, realize cross-regional seal verification of electronic documents of 2000+ departments in the province, and reduce the amount of service materials submitted by 40%

Implementation suggestions

  1. Step-by-step certification upgrade: Prioritize the transformation of the three-level certification system and gradually transition to the five-level
  2. Data governance first: Establish a standard library of government service metadata to ensure the same source release of matter elements
  3. Security and compliance design: The electronic seal system must meet the password application requirements of the "Cybersecurity Law"
