Introduction

Interpretation of the core content of the standard

This standard establishes the national standard framework for credit evaluation of merchants in the cross-border e-commerce field for the first time, including 5 major evaluation factors, 42 specific indicators and AAA-BB five-level credit rating system. The total credit evaluation score is set to 2000 points, of which 1600 points or more is the highest credit rating AAA.

Key points of technical implementation

Credit evaluation model construction

The standard recommends the use of WOE (weight of evidence) transformation and logistic regression model:

  1. Quantify qualitative indicators through binning
  2. Calculate the WOE value of each indicator to reflect the impact of default probability
  3. Set the benchmark score of 1400 points (corresponding to odds 1:50) and PDO-40 points

Data update mechanism

Dynamic files need to be updated monthly, and the evaluation results are valid for no more than 3 months. Downgrade directly to BB level in the following situations:

  • Violation record within 3 years
  • Included in the list of dishonest persons subject to enforcement

Implementation suggestions for enterprises

Credit file construction

Enterprises should establish a credit file containing the following contents:

  • Basic qualification certification documents (must be notarized)
  • Complete cross-border e-commerce customs declaration documents
  • Regular backup of platform transaction data

Risk prevention and control measures

Focus on monitoring two veto indicators:

  1. Establish a mechanism for screening illegal records (connected to the judicial database)
  2. Set up a red and yellow line early warning system for credit evaluation
