Introduction

Standard Framework and Technological Evolution

As the first special evaluation specification for circular economy in the thermal power industry, this standard fills the gap in the quantitative evaluation of circular economy in the energy industry. Its technological evolution presents three major characteristics:

Resource output rate indicator

Includes 4 secondary indicators:

  • Coal consumption for power supply: Differentiated benchmark values according to unit type, ultra-supercritical units require ≤270gce/(kW·h)
  • Water intake per unit of power generation: Circulating cooling units are controlled in stages (600MW level ≤1.49m³/MWh)
  • Calcium-sulfur molar ratio: Reflects desulfurization efficiency, benchmark value 1.03
  • Denitrification agent consumption: W-type furnace benchmark 0.28g/kWh

Resource recycling rate indicator

Requires 100% resource utilization of 4 types of waste:

Typical case: A 1000MW unit produced ceramsite and desulfurized gypsum from fly ash to produce building materials, achieving an annual revenue of 32 million yuan and a circular economy index of 96.5 points.

Need to establish:

  1. Online monitoring system (in compliance with HJ75/76)
  2. Three-level metering network (meeting GB24789)
  3. Monthly data ledger (including original records of correction parameters)
