Introduction

Analysis of the core content of the standard

GB/T39419-2020 established a quantitative evaluation system for tsunami disasters in my country for the first time. The standard innovatively adopted a dual-track evaluation method of tidal station observation data and earthquake fault model.

Classification of tsunami intensity levels

Level Average amplitude(m) Destruction characteristics Historical cases
Level I ≥20 Complete destruction of coastal facilities 2011 Northeast Japan tsunami
Level II 10-20 Severe damage to port projects 2004 Indian Ocean tsunami

Key technical indicators

Calculation formula for tsunami energy levels

The standard innovatively introduces the fault unit source division method, and realizes energy quantification through the formula Mt=0.41log10(Et×107)-0.38, where:

  • Et is the total potential energy of the tsunami (J)
  • Single unit source area ΔS=4×106

Standard Implementation Recommendations

Monitoring and Early Warning Application

When the tidal station measures an amplitude exceeding 0.3m, a Level III emergency response should be initiated. Case: In the 2018 Indonesian tsunami, this standard was used to issue a warning 20 minutes in advance.

Post-disaster assessment process

  1. Collect data from at least three tide stations along the coast
  2. Calculate the average amplitude of five a
  3. Determine the intensity level by referring to Table 1

Technology evolution analysis

Compared with the internationally used Murty-Loomis scale, the innovation of this standard is:

  • Introduce the Limited Fault Database (39 events from 1960 to 2017)
  • Add quantitative indicators for damage to coastal structures
  • Establish a linear relationship between moment magnitude and tsunami potential energy (R²=0.9464)
