Analysis of the core content of the standard

Scope of application and definition of terms

This standard applies to the identification and assessment of soil and groundwater ecological environmental damage caused by environmental pollution or ecological destruction, and explicitly excludes nuclear and radiation accidents.

  • Environmentally sensitive areas: Protection areas of all levels and types established in accordance with the law
  • Health risk assessment: Analysis of the carcinogenic risk or hazard level of pollutants to human health
  • Theoretical governance cost: The governance cost calculated by the governance cost function

Case: Heavy metal pollution in soil at chemical sites

Excessive levels of lead and cadmium were detected in the soil of a legacy chemical plant. The following assessment process was adopted:

  1. Determine the pollution source through historical production records
  2. Use geostatistical method to draw a three-dimensional distribution model of pollutants
  3. Select solidification stabilization technology as the basic restoration plan
  4. Calculate the damage over a 10-year period and design compensatory wetland construction

  • Historical monitoring data shall be used first for baseline determination, and control area investigation shall be used secondarily
  • VOC sampling shall strictly follow HJ 1019 specification
