In view of the particularity of crowded places, this standard has constructed a complete management system consisting of 7 major chapters and 2 appendices, with a focus on strengthening the following aspects:

  • Three-level responsibility system: clarify the joint liability of property owners, users, and unified management units
  • Dynamic supervision mechanism: require daily fire inspections + monthly comprehensive inspections
  • Technical prevention and control measures: propose quantitative indicators for the maintenance of fire protection facilities

Shopping malls and markets

It is explicitly prohibited to set up a connected ceiling. When it is necessary to set up a ceiling, it must meet the following technical requirements: open area ≥ 25%, height exceeding the eaves by 1 meter, and combustible materials are prohibited, etc.

Public entertainment venues

Mandatory regulations: ≥1㎡ external windows must be set every 20 meters, emergency broadcast switching devices must be installed in private rooms, and lamps must be kept at a distance of more than 0.5 meters from flammable materials.
