Quantitative indicator calculation case
Number of health technicians per 10,000 people = Total number of health technicians (people) / Total number of permanent residents in the city (10,000 people). This indicator directly reflects the city's medical emergency support capabilities. The standard requires that developed coastal cities should not be less than 65 people per 10,000 people.
Key points for the implementation of qualitative evaluation
For qualitative indicators such as urban earthquake and disaster prevention planning, a four-level scoring method is adopted: A level (90-100 points) requires full compliance with the GB50413 standard and significant implementation effects; D level (below 60 points) refers to major defects.
Background of Standard Evolution
This standard responds to the 11th indicator of the United Nations 2030 Agenda for Sustainable Development, integrates the ISO22300 resilient city concept, and innovatively proposes the following safety pain points in China's urbanization process:
- For the first time, a three-level evaluation indicator system for safe and resilient cities is clarified
- Innovatively introduces new indicators such as the intelligent monitoring and management rate of municipal pipelines and networks
- Establish an evaluation method that combines quantitative (30 items) and qualitative (26 items) evaluation
Implementation Suggestions
- It is recommended to establish a cross-departmental joint working group to integrate data from emergency management, housing and construction, health and other departments
- Give priority to the transformation of weak safety areas and control the land development intensity to a warning line of no more than 30%
- Use Internet of Things technology to improve>Lifeline Project Monitoring coverage to over 85%
- Carry out third-party evaluation every three years, focusing on changes in key indicators such as the disaster-related death rate per million people
