Introduction

Introduction

GB/T 45151-2024 "Guidelines for the Construction of Urban Distribution Network System" is the first standard in my country to systematically regulate the urban distribution network system. It was proposed and managed by the Ministry of Commerce and jointly drafted by the China Warehousing and Distribution Association, Shanghai Business School and other units. The standard aims to guide the construction, transformation and optimization of urban distribution network nodes and channels, and is applicable to the design and implementation of distribution networks in urban central areas and suburban areas.

Background of Standard Formulation

With the rapid development of e-commerce and the acceleration of urbanization, urban distribution has become an important part of modern supply chain management. However, problems such as the imperfection of urban distribution system, unreasonable node layout and insufficient channel planning are becoming increasingly prominent. In order to meet the needs of new urbanization construction and modern logistics system construction, the National Standards Committee, together with the Ministry of Commerce and other departments, formulated and issued the GB/T 45151-2024 standard.

Planning and Design of Urban Distribution Nodes

Function Comparison of Different Types of Nodes

Class I node: Mainly undertakes large-scale transportation distribution and storage functions, and also has emergency guarantee capabilities. For example, trade and logistics parks, first-level express distribution centers, etc.

Second-level nodes:Mainly for joint distribution and sorting and distribution, with a service radius of about 20 kilometers. Such as second-level express distribution centers, urban internal transfer centers, etc.

Third-level nodes:Serving terminal distribution, with a maximum service radius of 5 kilometers. Such as community distribution stations, forward warehouses, etc.

Channel planning and optimization

  • Urban distribution channels need to efficiently connect with external logistics infrastructure
  • Internal channels give priority to using existing roads, and three-dimensional distribution channels can be built if conditions permit
  • Ensure smooth supply channels for emergency materials

Implementation suggestions

1. Promote in stages:Small and medium-sized cities can start with second and third-level nodes and gradually improve the network.

2. Technology empowerment:Promote new distribution tools such as unmanned vehicles and drones to improve the level of intelligence.

3. Policy support: Strengthen land use guarantee and financial support to promote facility construction and technology upgrade.
