1 General Provisions
1.0.1 This code is developed in order to strengthen the quality management of engineering construction enterprises (hereinafter referred to as "construction enterprises"), standardize those enterprises' behavior of quality management and promote them to improve quality management.
1.0.2 This code is applicable to the quality management action of construction enterprise.
1.0.3 This code is the standard on quality management of construction enterprise and it is also the bases of the quality management, supervision, inspection and assessment of construction enterprises' quality management.
1.0.4 In addition to following this code, when construction enterprises carry out quality management action, they shall comply with the requirements specified incurrent relevant national standard and regulations.
2 Terms
2.0.1 Quality management action
Action to be conducted to complete the requirements of quality management
2.0.2 Quality management statute
Those requirements to be established in accordance with some quality management requirements and being applicable to the quality management action in a certain range
Quality management statute shall specify the procedures, methods and responsibilities of quality management action. In general, it shall be documented. If necessary, quality management statute may be based on more detailed documents.
2.0.3 Quality information
The records to reflect construction quality and the procedure of quality
2.0.4 Quality management innovation
The innovation of quality management statute, action and methods basing on the former quality management so as to improve the efficiency and cost-reduction of quality management
2.0.5 Quality inspection
The action of inspection and evaluation of construction quality carried out by construction enterprises.
3 Basic Requirements on Quality Management
3.1 General Provisions
3.1.1 Construction enterprises shall, basing on themselves characteristics and the requirements of quality management, establish quality management system which shall be documented.
3.1.2 Construction enterprises shall make plans for various actions of quality management systems.
3.1.3 Construction enterprises shall inspect, analyze and improve the processes and results of quality management action.
3.2 Policies and Objectives of Quality
3.2.1 Construction enterprises shall develop quality policies. Quality policies shall adapt to the operation and management of construction enterprises and reflect these enterprises' purpose as well as direction, including:
1 Comply with national laws and regulations and meet the quality requirements specified in contracts;
2 To wholeheartedly service the contract-issuing party and the society during the construction and handing over so as to increase the satisfaction and establish good images;
3 To seek quality management improvement and to improve the management;
3.2.2 The chief executives from construction enterprises shall evaluate and revise, if necessary, the quality policies.
3.2.3 Construction enterprises, shall, according to quality policies, develop quality objectives, expressly know the level which quality management and engineering quality shall achieves.
3.2.4 Construction enterprises shall establish and practically implement quality-objective management system.
