根据原建设部《关于印发（2007年工程建设标准规范制订、修订计划（第一批）>的通知》（建标[2007]125号）的要求，由中国建筑设计研究院会同有关单位共同编制完成的。
　　本标准在编制过程中，编制组经广泛调查研究，认真总结实践经验，参考有关国际标准和国外先进标准，并在广泛征求意见的基础上，最后经审查定稿。
　　本标准共分9章和8个附录，主要技术内容包括：总则、术语、基本规定、系统与建筑集成评价、系统适用性能评价、系统安全性能评价、系统耐久性能评价、系统经济性能评价、系统部件评价等。
　　本标准由住房和城乡建设部负责管理，由中国建筑设计研究院负责具体技术内容的解释。

Scope

This standard is stipulated for the purpose of implementing energy conservation, environmental protection, building a conservation-oriented society, promoting the use of solar water heating systems in buildings, and standardizing the evaluation of civil building solar water heating systems. This standard is applicable to the evaluation of solar water heating systems used in newly built, rebuilt and expanded civil buildings, as well as the addition and renovation of solar water heating systems in existing civil buildings. The evaluation of solar water heating system should be based on the principle of adapting measures to local conditions, combined with the characteristics of solar energy resources, natural environment, economic development level, social customs and other characteristics of the building type and its location. The evaluation of solar water heating systems for civil buildings should not only meet this standard, but also meet the current relevant national standards.
